p.m. Keynote Presentation Dr. Hartig whose job is "to navigate the bureaucracy, not the water" will discuss how structuring public/private partnerships around the stewardship of a river can stimulate a regional economy, build community capacity, and protect a unique natural asset for generations to come. He will discuss how actions, called Keystone Projects, evolved from an adaptive planning process that encouraged institutional cooperation on a watershed scale. 7:15
